No. When Red reaches the zone she
is clear ahead and is right
of way boat according to rule 12 and Blue shall give mark-room
to Red according to rule 18.2(b). When Red bears away and slows down she is not
longer sailing her proper course,
which is not close to the mark. By doing so Red becomes a windward overlap to
Blue and shall keep clear according to rule 11. Because Red is not sailing inside her mark-room,
she is not longer protected by rule 18.2(b) and the break of rule 11 is not exonerated by rule 21 .
