Red has clearly fouled Blue and should do a two-turn penalty. Unless Blue has
suffered physical damage there can be no redress in accordance with rule
62.1(b). If the boat is scored OCS, there will also be no redress, because
there was no improper action on the part of the race committee made (see rule 62.1(a)). Only if the
jury disqualifies Red for infringing rule 2 (for example because
she pushed the blue boat intentionally) can Blue be given redress for the boat
(see rule 62.1(d)), but only for loosing places, not for the OCS.
Therefore it will be better for Blue to re-start in accordance with rule 28.1 and the definition Start. If she
does not start in accordance with the rule, she made a fault by her own for
the scoring OCS and redress is not possible.
